Community college presidents surveyed in 2019 "continue to perceive that a lack of clear pathways for community college students to transfer two years' worth of credit is a significant barrier to student transferring to four-year colleges to earn a bachelor's degree" (Inside Higher Ed, 2019, p. 7). University center partnerships provide a pathway, bringing bachelor's, master's and doctoral degrees within reach of community college students by offering these programs on community college campuses. Through university centers, students have access to higher degrees in their local communities. However, without guidelines to assist community colleges in developing partnerships such as university centers, the design and implementation could be difficult. When developing a university center partnership, community colleges need to be thoughtful in planning and understand where to begin when developing these partnerships. To address this need, a University Center Design and Implementation (UCDI) course was created using the framework of Cox-Jones (2001), which included partners, people, planning, politics, property, pence, and policies and procedures. This course was created by identifying best practices in university center design and implementation and integrating research on university centers and concurrent use campuses. Leaders of university centers were interviewed to provide recommendations and observations. Analysis of these recommendations determined future modifications to the UCDI course.
