The main objective of this dissertation was to investigate and explore Guam's Japanese tourist perspectives on the island's power deficiencies. The impact of these power issues are multifaceted with tourism taking a brunt of the effects such as low visitor rates, instable economy, and negative viewpoints about Guam. Tourism is Guam's single largest industry and the effects resonate toward the total population to include small business, commercial business, and potential for business growth. The purpose of this dissertation was to explore the perspectives of Guam's Japanese tourists on the island's power deficiencies. The framework behind this dissertation is focused on systems theory. A qualitative approach was chosen to analyze subjective meaning of issues and events by collecting in-depth data on individual perspectives and experiences in a specific setting. A total of 13 Japanese tourist participants were interviewed for an hour each. Participants were over the age of 18, staying on island for two days or more and recruited through flyers and an online banner advertisement. The results were aligned with four research questions which centered on basic and power infrastructure, expectations, thoughts, and personal experience. The results gathered from the research questions showed that there was a lack of building infrastructure and the availability of water facilities were scarce. Participants expected to be compensated as a result of a power loss. Participants were likely to make alternate travel arrangements in lieu of any power issues. Basic and power infrastructure is critical for visitors when making travel decisions and to maintain sustainable infrastructure. There is value in investigating Japanese tourist perspectives on the current state of Guam's power infrastructure as they shed light into the impact on tourism and economic welfare of the island. Future research can be conducted through a modified sample size or an expansion of systems theory focusing on tourist perspectives.
