In recent years, post-apartheid South Africa has faced major struggles in its attempts to educate the nation's young people. Using Vygotsky's social development theory as a guide, the purpose of this historical analysis of case studies was to gain a deeper understanding of the educational and practical problems of students in South African elementary schools in regards to language and literacy. Utilizing content and thematic analysis, components of South Africa's current educational landscape were explored, resulting in four significant themes emerging from the study's findings: administrative/policy issues, reading culture status, environmental factors, and teacher issues. These interrelated themes dealt with policy formation and implementation, language and literacy acquisition and development, social, economic, and political conditions, and teacher qualifications and competencies. The areas supported the broader implications of the themes in terms of South Africa's policy failures, weak administration, illiteracy levels, and poor educational quality. The implications also included the mismanagement of social and educational services, the shortages of schools and learning centers, inadequate teacher training and retention, and insufficient educational opportunities. While the scope of this study adds to existing South African studies about best educational practices and pedagogical traditions of teachers, the work also expands the general knowledge base about the language and literacy process. Future research is needed that will improve learning and literacy venues in South Africa as well as additional research that will further analyze the diverse factors that have shaped South Africa's language, literacy, and culture.
