Agricultural inputs, particularly fertilizer, is an important requirement in guaranteeing high quantity farm yields in the face of fast growing farming population in Nigeria generally and Niger state in particular, where more than 85 per cent approximated economically active part of the population is engaged in agriculture. Thus any serious poverty reduction policy in Niger State must begin with a look at the role played by agricultural development in relation to the challenges of core agricultural inputs like fertilizer. However, efforts by successive governments towards providing fertilizer to farmers in order to boost their farm yields have failed. Recognizing this, the government of Goodluck Jonathan carried out major reforms in the fertilizer sub-sector to address the challenges facing fertilizer distribution to farmers. Yet, it remains doubtful whether the policy reform has been able to achieve the desired result of improving farmers' productivity among other possible outcomes. Therefore, this study is designed to assess the implementation of the National Fertilizer Policy for Nigeria on farm yields for poverty reduction among farmers in Niger state. The specific objectives were to: (i) assess the impact of the National Fertilizer Policy on food security in Nigeria; (ii) assess the influence of the National Fertilizer Policy on poverty reduction among farmers in Niger state; and (iii) examine the challenges of the implementation of the National Fertilizer Distribution Policy for farmers in Niger state. The study employed both primary and secondary data. Data were collected using a structured questionnaire as well as interviews. Content analysis and descriptive statistics (simple percentage) were employed to analyse the data. Major findings from the study were: i.) majority of the respondents were of the opinion that application of fertilizer increases food production in Nigeria which will guarantee food security; ii.) majority of the respondents were of the opinion that availability of fertilizer in Niger state will increase per capita income in the state most especially among farmers, thereby reducing poverty among them; and iii.) majority of the respondents ranked diversion of fertilizer as the greatest challenge recorded against the success of the implementation of the National Fertilizer Policy for Nigeria in Niger state. The study concluded that although the intentions of the National Fertilizer Policy for Nigeria was good, its implementation was marred by many challenges in Niger state which were not different from the challenges that affected the success of previous policies on fertilizer distribution to farmers. The study recommended that the Nigerian government should review some components of the National Fertilizer Policy such as checkmating the diversion of the products through strict enforcement of law. Also, the supply of the products should be made available to the farmers in abundance in order to enable them to have more yields for export.
