This case study of the gold mining industry in Mali focuses particular attention on the human security impacts created by the global governance initiative, the Extractive Industries Transparency Initiative (EITI), on local village communities. Across Sub-Saharan Africa 26 countries have adopted the EITI and while each has unique contextual factors, the EITI structures and objectives remain constant. This poses questions, Is the EITI an effective policy innovation? Does it attain its stated goals for sustainable development? This multidisciplinary analysis engages discourses in development studies and global environmental policy (GEP) as it examines the institutional structures and implementation of the Mali EITI (MEITI). The MEITI is a multi-stakeholder group that animates formal and informal institutions as they implement the 2016 EITI Standard. These practices are examined using the Institutional Analysis Development Framework (IAD). Secondly, policy and norm diffusion frameworks are applied to further examine stakeholder motivations and the degree of policy diffusion observed. Policy diffusion analysis shows the top-down national government dynamics in relation to local level dynamics. The analysis concludes that local traditional models of democratic governance compliment existing international norms. This model holds the potential to develop into a bottom-up diffusion of grassroots governance that influences national decision-making processes. Linkages exist between local traditional governance structures, the national EITI, and potentially the Africa Mining Vision (AMV). The EITI is a catalyst for change which can be improved by linking the EITI and AMV implementation. Evidence has been presented that demonstrates where the EITI is making some institutional progress and where its limitations allow constraints on socio-economic development outcomes.

Cette etude de cas de l'industrie aurifere au Mali accorde une attention particuliere aux impacts sur la securite humaine crees par l'initiative de gouvernance mondiale, l'Initiative pour la transparence des industries extractives (ITIE), sur les communautes villageoises locales. Sur l'ensemble des pays d'Afrique subsaharienne, 26 pays ont adopte l'ITIE et, meme si chacun a des facteurs contextuels uniques, les structures et les objectifs de l'ITIE restent constants. Cela pose des questions: l'ITIE est-elle une innovation politique efficace? At-il atteint ses objectifs declares en matiere de developpement durable? Cette analyse multidisciplinaire engage les discours dans les etudes de developpement et la politique environnementale globale (GEP), dans la mesure ou elle examine les structures institutionnelles et la mise en oeuvre de l'ITIE du Mali (MEITI). La MEITI est un groupe multipartite qui anime les institutions formelles et informelles lors de la mise en oeuvre de la norme ITIE 2016. Ces pratiques sont examinees a l'aide du cadre de developpement de l'analyse institutionnelle (IAD). Deuxiemement, des cadres de diffusion des politiques et des normes sont appliques pour examiner plus en detail les motivations des parties prenantes et le degre de diffusion des politiques observe. L'analyse de la diffusion des politiques montre la dynamique descendante des gouvernements nationaux par rapport a la dynamique au niveau local. L'analyse conclut que les modeles traditionnels locaux de gouvernance democratique completent les normes internationales existantes. Ce modele a le potentiel de se transformer en une diffusion ascendante de la gouvernance a la base qui influence les processus decisionnels nationaux. Des liens existent entre les structures de gouvernance traditionnelles locales, l'ITIE nationale et potentiellement la Vision miniere pour l'Afrique (AMV). L'ITIE est un catalyseur de changement qui peut etre ameliore en liant la mise en oeuvre de l'ITIE et de l'AMV. Des preuves ont ete presentees qui montrent ou l'ITIE fait des progres institutionnels et ou ses limitations permettent de limiter les resultats du developpement socio-economique.
