Since the seventeenth century, Tainan had been ruled by the Dutch East India Company (VOC), the Zheng regime, and the Qing Empire. Under those different regimes, Tainan was always the main city in the names of Stadt Zeelandia, the Chengtian-foo, and the Taiwan-foo. This thesis explores the different urban spatial arrangement, social organizations, and relationship between the government and people in Tainan from 1624, the year when the VOC established a trading center in Taiwan to 1860, the year when the treaty ports were opened in Taiwan. In Tainan under Dutch rule, the VOC learned from the governing experience of medieval European cities and Southeast Asian cities, and formed a Sino-Dutch council and mixed court system in order to incorporate the opinions of the leading Chinese merchants. Though the Qing government did not inherit the system of the Sino-Dutch council, the urban citizens, mainly Han Chinese gentlemen and rich settlers, were still able to influence local administration and urban construction. After the Lin Shuangwen rebellion of 1787, facing the armed threats and economic competitions, those diverse local groups, such as jiao, jie, and jing, sought Qing official recognition and authorization to strengthen their own predominance in local society and trade. Through the authorization and recognition, the Qing government could also reduce its cost of governing in this area and make those local groups under its supervision. Therefore, this thesis argues that the diverse urban institutions and political culture since the seventeenth century were only the different ways for local Tainan people to collaborate with the ruling parties. The point was that the urban residents and social groups in Tainan were willing to cooperate with the government to pursue their interests. The society and state in early modern Tainan was not in opposing positions like early modern European cities.
