The decision to move to a private, public, or hybrid cloud deployment strategy for software development, pre-production, and production workloads for IaaS (Infrastructure-as-a-Service) is one of the most challenging and debated decisions today for enterprises, technology infrastructure, and software development organizations. This praxis examines what considerations and factors are important in IaaS cloud computing strategy decision-making, applies these considerations to formulate a multi-level AHP model and decision support system, and organizes these considerations into four major groups: (1) Enterprise Strategy Considerations; (2) Technical and Operational Considerations; (3) Economic and Financial Considerations; and (4) Security Considerations. The AHP IaaS cloud strategy decision support system and model is tested against three case studies of independent cloud computing environments within Cisco. The case studies presented in this praxis test the cloud strategy decision support system and model presented in this work for the sole purpose of academic research and are not endorsed or validated by Cisco or the surveyed individuals.
