To what end are international policies and the cultural products they regulate interconnected? In order to propose answers to this interdisciplinary and far-reaching question, my project specifically examines the mutually influential relationship between the North American Free Trade Agreement (NAFTA) and Mexican and US cultural products to gain insight about cultural exchange in the global era. NAFTA's 1994 implementation rearticulated the political and economic interactions between Mexico, Canada, and the United States and amplified the nations' long-standing official and cultural relations. While NAFTA regulates the movement of commodities across national borders, its specific requirements for audiovisual materials from the "cultural industries," as well as the negotiators' arguments relating to culture, further suggest the imbrications of culture and NAFTA. Most research on US-Mexican cultural relations focuses either on cultural policy or on the ways that cultural products reflect interactions between the two countries. In contrast, I argue that these phenomena are fundamentally linked: NAFTA's role as a policy of exchange cannot be understood separately from the cultural responses to the agreement itself. Indeed, I claim that the post-NAFTA repercussions and cultural products need to be analyzed together to establish the common characteristics of what I articulate as NAFTA Culture.

I present the concept of NAFTA Culture to suggest that there is a strong and revelatory link between NAFTA and the cultural products connected---both deliberately and circumstantially---to it. I link divergent cultural forums, which include the textual production surrounding the Zapatista social movement, cinema from the Hollywood and Mexican film industries, and the "Recovering the US Hispanic Literary Heritage" Project, a publishing initiative situated in the US academy, to analyze both the specific tensions between the United States and Mexico and the broad-ranging effects globalization has on local cultures or in creating a global culture. I expose the ethical dilemmas of the power differential and double standards created by NAFTA, but in comparing various forums for cultural response, I challenge the expectation that individual responses simply support or oppose globalization policies. I bring to light the ability of individuals to respond to globalization forces in their own ways.
