The purpose of this study was to investigate the similarities and differences that exist between the delivery and implementation of the Open Choice legislation between four governing Regional Educational Service Centers. The study focused on the number of students serviced through each organization, as well as the number of receiving districts that participate. This study aimed to provide insight into the variation of students participating in the Open Choice program throughout the State of Connecticut, as well as determine if it is an equitable educational opportunity for all students.

The study included three personal interviews at RESC's in Connecticut (CREC, LEARN, CES), followed by personal interviews at six public school districts, three that accept Open Choice students and three that do not. Finally an electronic survey was sent to all districts that are governed by the four RESC's that participate in the Open Choice program. All interviews were audio recorded and answers were transcribed and coded using a thematic approach. The process identified themes and patterns within and between interviews in an attempt to answer the research questions below: 1. How is the Open Choice legislation in the State of Connecticut implemented? • Why are there more accepting school districts in some regions? • What are reasons for districts not agreeing to participate? • What are the similarities and differences between the implementation of the Open Choice legislation between the four Regional Educational Service Centers in the State of Connecticut? 2. Why do districts participate in the Open Choice program? • Why does the enrollment of Open Choice students vary throughout the State of Connecticut? • What is the rationale for only four major urban cities participating in the Open Choice program in the State of Connecticut? 3. Are there equity implications of the Open Choice legislation in the State of Connecticut?

Differences exist between the implementation of the Open Choice legislation in the State of Connecticut. Differences exist in the population that is serviced as well as the availability of the program. The research in this study was able to uncover some of the inconsistencies between RESCs as well as many feelings from districts that participate in the program and those that do not. Differences in funding, transportation and personal at each RESC as well as after school and summer opportunities exist between all three RESCs that participated. After the completion of district interviews similarities did exist but differences were more prevalent. Students have different opportunities based on where they live in the state, which is exactly what the Sheff mandate was attempting to eliminate. Similarities did exist between districts that participate in the program with regards to reasons why they choose to participate. All districts felt that there is value to the program for both Open Choice students as well as students in the receiving district.
