This research studied the emergence, operation, and outcomes of an interorganizational network that formed to oppose a state public policy proposal that would require local governments and schools to freeze property taxes. The state's proposal and negative portrayal of local governments and schools prompted the emergence of individuals and organizations on all sides of the issues to form a partnership that would help them all achieve their respective objectives. This research explored how local government associations created and mobilized an interorganizational network to respond to the proposal. Data was collected over an 18-month period between when the new law was proposed to the day it was implemented. The data is presented in a case study that details conversations and decision points between the members that formed the network. The research used actor-network theory and interpretive framing to examine how language was used to organize and mobilize the interorganizational network's opposition to the state's proposal to limit the authority of local governments and schools in the state. Both theoretical models offer unique tools for examining the organizational communication phenomena that shaped the development of the network. A new iterative model is introduced to study interorganizational networks from an organizational communication perspective.
