There are a plethora of studies in the social sciences, which have established a correlation between violent crime and juvenile delinquency, educational achievement, public health, higher rates of recidivism, and so forth. The purpose of this research is to build upon this existing body of knowledge by examining the relationship between violent crime and community resilience in low-income urban neighborhoods, its impact on municipal policymakers' perceptions and decision-making processes, as it relates to the area of civil security leadership, management, and policy.

Community resilience within the context of this research was defined as the community's capacity to react to disruptions according to their severity, to manage stresses during the event(s), and to recover from the posttraumatic status to a state of normalcy, or improved operational capacity. More specifically, the research examined the extent to which elected and appointed municipal officials with policymaking and budgetary authority actively engage in community resilience building initiatives in low-income urban neighborhoods as a means to build social competency and thereby more resilient communities in the aftermath of man-made and or natural disasters.

Quantitative data collection via a survey tool was used to measure the knowledge and actions of municipal policymakers concerning their understanding of the concept and practice of building societal resilience in low-income urban neighborhoods with high incidents of violent crime. The questionnaire used a 5-point Likert scale to measure responses. It was validated by subject-matter experts (SMEs) and tested for reliability using Cronbach's alpha in a cross-sectional study. Analysis of the collected data was accomplished via reading documents and utilization of a third party academic research online survey provider to determine how the data most accurately answered the research question. The varying experiences of municipal policymakers provided valuable data.

The end-goal of this research was to further develop the established body of knowledge in the area of civil security leadership, management, and policy as it relates to a national strategy to address the issues of poverty and crime in urban communities in order to achieve a higher level of societal resilience.
