The National Strategy, Presidential Directives, and National Initiatives indicate that collaboration is needed to achieve a resilient nation. The United States is dependent upon its critical infrastructure, which is owned or operated largely by the private sector. By working together, public--private partnerships have addressed some existing gaps in the relationship. However, collaboration is a learned phenomenon that takes effort and cultural adaptation before it yields the potential benefit.

The purpose of this study was to determine the impact of coordinated interagency preparedness activities on collaboration in privately owned long-term care facilities in New Jersey. The participants for this study consisted of members of the 779 privately owned long-term care facilities in New Jersey. In this quantitative, cross-sectional study, an independent sample t test was utilized to compare the means between those in the sample population who had participated in each of the five main types of activities of the FEMA comprehensive exercise program. An independent sample t test, linear regression, analysis of variance (ANOVA), and cross-tabulation (chi-square) analysis were utilized to examine how the comprehensive exercise program impacts each of the five key dimensions of collaboration.

The findings indicate that FEMA's comprehensive exercise program does impact collaboration as a higher order and each of the key dimensions of collaboration in public-private partnerships. This research shows that as the complexity of the exercise increases, so does public--private partnership collaboration. Implications of these findings, as well as recommendations for policy, leadership, and future research are discussed in this study.
