Cyber economic espionage is the use or facilitation of covert, forcible, or misleading means by a nation-state or its proxies to acquire economic intelligence by using computer networks. Cyber economic espionage attacks against technology companies in the U.S. are a negative byproduct of technological advances, and contemporary research shows these attacks are currently a challenge to United States national security and competitiveness in the new global information economy. The general problem is that foreign state-sponsored economic espionage adversely affects the innovation and productivity of companies in the United States, which jeopardizes national security and competitiveness. The specific problem is that technology firms in the United States cannot adequately protect sensitive data housed in their information technology systems from such attacks. The purpose of this qualitative case study was to examine information security strategies and methodologies that United States security professionals utilize to protect critical data from cyber economic espionage.

A prominent theme that emerged from the research was the need to actively identify and manage the insider threats that exist within an organization. Thus, a comprehensive insider threat management program should be created within the organization. Another finding was that addressing security risks and remediation efforts as an after-thought is far too common an approach in organizations. Security and risk functions in certain organizations are still perceived as a necessary evil, but the reality is that these functions are becoming more and more part of primary business models and value chains. An additional finding was that protecting the competitive advantages of various-sized businesses helps the U.S. economy by defending economic financial contributions. Finally, there is a need for sustained partnership between private/public industry and all levels of government to effectively combat cyber economic espionage activities in the U.S. The participants expressed a sentiment that a higher level of collaboration is needed to thwart cyber economic espionage by sharing information about potential threats, actual data-breach incidents, and preventative technology and techniques. Collaborations and partnerships are currently established between public and private entities, but the amount of information sharing and discourse about the issues needs to accelerate. There is strength in numbers.
