The United States has undergone dramatic demographic changes since 2000, with every state in the country witnessing a significant shift in the number of the foreign-born residents. At the same time, the mass media has focused in on immigration, making it a salient political issue. Research suggests that when demographic changes occur and when the issue of immigration is salient, immigrants can quickly become the target of local political hostility. This dissertation investigates how the tone of media coverage in each of the fifty states affects the process by which immigrants become the target. Using 16,645 newspaper articles from each of the fifty states' widely circulated news outlets, I examine how the tone of media coverage affects public attitudes and legislative activity. I find that the tone of coverage throughout the states is generally negative, but that demographic changes are not the culprit in why the media focuses on immigrants negatively. Using a survey experiment, I also find that the tone of media coverage has the propensity to shift public attitudes, even when news coverage focuses on the immigrant population within the state. Interestingly, I find that individuals are generally more amenable to supporting a permissive policy agenda when news informs them that the immigrant population has stabilized. I also find reason to believe that the tone of newspaper coverage has the propensity to affect the public policy process. I find that when the tone of media coverage is positive, fewer restrictive immigration policies may be expected. In sum, the findings proffered throughout make theoretical advancements to how scholars understand media effects, and why researchers should continue studying the tone of media reporting.
