This dissertation investigates, in the context of choice of technique, some aspects of the Chinese rural economy and its relationship to other sectors of the economy. The theory of choice of technique is developed, with emphasis on the importance of the concepts of sectoral and social articulation. The theory is then used to explore the significance of agricultural development strategies employed since 1949. The Chinese have propounded an agriculture-first strategy for nearly two decades while achieving very high rates of capital formation. This result is not in accord with what choice of technique theory suggests, so the implementation of the agriculture-first policy is examined through investigation of intersectoral resource flows. The conclusion reached is that agriculture continues to be a net contributor of resources for investment in other sectors of the Chinese economy. The state subsidy of food sales at the retail level is one possible resource transfer examined. It has been established, however, that the subsidy was a subsidy for consumers, not producers. The structure of extraction from the agricultural sector has changed in interesting ways. The implicit tax on consumer goods (through state control of terms of trade) continues to be quite high, while that on agricultural producer goods has fallen substantially. This shift in terms of trade has lowered the opportunity cost of investment in the rural areas and has strongly encouraged the sectoral articulation of the agricultural and producer goods sectors of the Chinese economy. Despite the high implicit tax on consumer goods, continued increases in the purchase price for agricultural produce have led to increasing social articulation.

The accumulation mechanism within the structure of the commune is examined. It is shown that a strategy to increase the rate of capital formation on the communes should emphasize creation of income at the brigade or commune level rather than the team level. The growth of the system of commune and brigade-level enterprise is discussed as a manifestation of such a strategy. The structure of intersectoral resource flows, particularly the unimportance of direct taxation, resulted in increasing income disparities between communes. Suburban communes are able to engage in both high-value crop production and high-value industrial production due to locational advantages. There is no extraction mechanism which would allow the government to tax away this locational advantage. This contradiction is explained in terms of the history of peasant involvement in the revolutionary movement in China and the consequent decision to minimize the role of the agricultural tax which was an historical symbol of government oppression of the peasantry. While the phenomenon of high rates of saving (without investment) by wealthy communes permits some short-run redistribution of these gains, this remains a serious long-run problem. In conclusion, the Chinese development policy, while not resulting in net resource flows into agriculture, is in its design strongly articulating.
