Since the 1970s, program evaluation has been used to assess the extent to which social interventions are ameliorating social problems. In finding that some social programs produce minimal gains, the literature suggests that local stakeholders' nonuse of evaluation findings may be a contributing factor. (Henry, 2000; Patton 2015). To explore this more deeply, this study sought to discover in what ways local stakeholders of publicly funded programs made meaning of evaluation and how those generated meanings informed their use or nonuse of evaluation findings.

520 $a The publicly funded Communities That Care coalition-based, social planning strategy served as the case for this study. The research used qualitative research to understand the meanings local stakeholders made of their evaluative experiences. It employed a stratified sampling strategy. In total, twenty-four local stakeholders provided in-depth interviews, illuminating the connection between meanings made of evaluation and their decisions to use or not use the findings.
520 $a Study findings suggested that a relationship may exist between how local stakeholders of Communities that Care coalitions make meanings of evaluation and their decision to use or not use the findings. The analysis revealed two emergent explanations: 1.) Those local stakeholders who expressed internal motivations for participating in the coalition effort and/or experienced the internal prioritization of evaluative activities also tended to express feelings of security in the evaluative process. The data further suggest that that their sense of security ultimately limited the factors that negatively influenced commitment, resulting in use. 2.) Those local stakeholders who expressed external motivations for participating in the coalition effort and/or experience the external prioritization of evaluative activities also tended to express feelings of insecurity in the evaluation process. The data further suggested that ultimately these individuals were more susceptible to factors that negatively influenced their commitment to the evaluative activities, resulting in nonuse.
