The effects of institutional pressures on cloud implementation success moderated by top management support and information security awareness were investigated in the context of cloud computing in the United States federal government. This research employed a quantitative, non-experimental, correlational design. A cross-sectional design was used to collect data. Grounded on institutional theory, top management support literature, and information security awareness literature, this research empirically examines the relationships of coercive, normative, and mimetic pressures on cloud implementation success and moderating effects of top management support and information security awareness on those relationships. Structural Equation Modeling, SmartPLS was used to analyze data collected from 113 IT specialists and managers from various government agencies in the United States of America. Findings from the research show the relationships between normative and mimetic pressures and cloud implementation success are enhanced when top management support is high. Also, the relationships between coercive and mimetic pressures and cloud implementation success are enhanced when information security awareness is high. Furthermore, results show that institutional pressures are not significant cloud implementation success. This study integrates Institutional Theory with the moderating effects of top management support and Information security awareness. The theoretical concepts of this study are relevant to IS research and provide opportunities for further research in the areas of cloud computing adoption and the effects of institutional pressures. The sample population for the study was limited to federal employees of DHS, which implies that the study reflects only the perspective of federal employees within DHS. There are a significant number of federal contractors responsible for the cloud computing efforts of DHS. Future research should focus on all personnel responsible for implementing technology in an organization to get a comprehensive perspective of the findings. Top management support has a positive influence on the relationships between normative and mimetic pressures and cloud implementation success. Managers should actively engage in supporting cloud computing in their organizations. Managers must ensure that all personnel in the organization are aware of potential information security threats and their negative consequences.
