This dissertation analyzes the economic impact of strengthened intellectual property rights (IPRs) and inward foreign direct investment (FDI) in developing economies. I study how IPRs reform stimulates FDI inflows, analyze issues related to the enforcement of IPRs, and examine externalities associated with FDI inflows. I derive policy implications that can facilitate the efficient provision of IPRs, and spur economic growth in developing economies.

The first chapter, "Foreign Direct Investment and Collective Intellectual Property Protection in Developing Countries," documents a novel source of spillovers associated with IPRs in developing countries, and examines how these spillovers influence the desirability of IPRs reform. I extend existing theory to accommodate these spillover effects, and illustrate that they create an individual incentive to maintain weak IPRs. However, multilateral agreements can prevent this free-riding behavior, and allow developing countries to achieve mutual benefit through collective policy reform.

The second chapter, "Complementarity in Public and Private Intellectual Property Enforcement; Implications for Product Quality," examines the relationship between publicly provided enforcement of IPRs, and an authentic producer's strategies to influence entry of non-deceptive counterfeit products. I highlight equilibrium inefficiency that arises through the authentic producer's ability to deter counterfeit entry through a combination of high private enforcement and a reduction in quality. I show that minimum quality standards can be implemented to prevent these quality reductions and limit inefficiency.

In the final chapter, "Establishment Productivity Convergence and the Effect of Foreign Ownership at the Frontier," I estimate establishment level total factor productivity convergence using panel data from India's manufacturing sector from 2001--2015. While I find statistically and quantitatively significant overall conditional convergence to the within industry frontier, I show that the speed of convergence differs based on the ownership composition of the frontier. I argue that this finding suggests differences in the nature of technology transfer from highly productive domestic and foreign firms.
