As of 2016, existing United States clean water infrastructure has continued to age and faces challenging times in the future. Organizational leaders need improvement tools to support and sustain water assets and services for healthy communities. Continuous improvement mechanisms that could potentially induce desired performance outcomes point to strategic themes, such as management practices. These strategic themes are attributes of the Burke-Litwin causal model of organizational performance and outcome (Burke & Litwin, 1992) and can be examined using a realistic program evaluation approach (Pawson & Tilley, 1997). This retrospective quantitative study applied these two theoretical pillars to evaluate the relationship of continuous improvement to performance outcomes at public sector U. S. clean water utilities considering internal mediating factors and moderating external settings.

This benchmarking study quantified mechanisms amongst the participants, identified any common mediating variables such as skills, and pinpointed mutual moderating characteristics, such as local climate. For efficacy, the applied survey, developed based on literature, was pilot tested prior to use at a site excluded from the full study, as well as being reviewed by subject matter experts. The full study included 32 clean water utilities in the United States. Artifacts such as Moody's identification of 2015 investment grade credit, online compliance data from the EPA, and online safety information from OSHA were assessed. Data analysis was based on relationships found using SPSS Automatic Linear Modeling. By using inferential statistics and the study members' practical input, results from the benchmarking amongst and between the participants exposed relationships between continuous improvement implementations and performance outcomes.
