In the first chapter, "Medicaid's Long-Term Care Programs and the Macroeconomy", I calibrate an overlapping-generations model to the U.S. economy and quantify the fiscal and welfare implications of the eligibility rules that govern access to Medicaid's care programs. I find that the costs associated with expanding home care benefits among the aged population are partially mitigated by individuals substituting out of institutional care. The substitution is most prevalent among elderly individuals with marginally higher incomes that gain access to Medicaid through a spend-down rule.

In my second chapter, "Welfare Implications of Uncertain Social Security Reform", I develop a general equilibrium overlapping-generations model in which households are uncertain about the type and timing of an inevitable Social Security reform. I find that the welfare implications of uncertainty are uneven across generations. This paper extends the existing literature on policy uncertainty by examining how the welfare implications of uncertainty are affected by households' beliefs. I find that welfare implications of policy uncertainty are highly sensitive to the specification of households' beliefs.

The third chapter, "Vocational Considerations and Trends in Social Security Disability", uses a unique state-level data-set to study how vocational demographics relate to SSDI award rates and trends. We find the 55-59 year-old demographic is an important driver of both awards and denials through their high application rates. Consistent with the de jure objective of the vocational grid, high school degree attainment lowers awards both through lower application rates and a higher rate of denial at the vocational stage. Finally, we find that high application states exhibit lower overall allowance rates but higher vocational allowance rates. This suggests that high application states may screen out applicants prior to the vocational stage of the SSDI determination process.
