This study, designed as an action research, investigated the nature of the problems beginning students have in learning basic Chinese characters. As a result, an individualized learning package program in basic Chinese characters using a mastery learning approach was developed.

Assessments were made in a tentative way to see if the program was producing the desired results. Its effectiveness (1) as an instructional method was tested by content-by-objective-grid criterion-referenced tests; and (2) as a remedy for overcoming the difficulties in learning Chinese characters was examined by analyzing data from Character Learning Problems Assessment (Student and Instructor Questionnaires), Record of Student Learning Progress, and Final Evaluation Questionnaire.

The assessments revealed that the individualized learning package program students learned satisfactorily as exhibited by the results of quizzes given to them, and that at the end of the semester there was a significantly greater proportion of students who could earn an "A" by mastering the criterion number of characters in the newly developed individualized package program than the proportion of students using the more conventional instructional approach. Besides, all the students in the individualized program passed compared to only 60 percent of the students in the conventional classes.

Since this program was readily available at the students' convenience, it was equally effective for all students, though some students needed more study time than others in order to reach the same objective. At the end of the semester, as a result of teacher-motivation in the individualized learning program, 19 out of 22 students learned how to find unknown Chinese characters in the Chinese dictionary using one of the simple methods introduced in the individualized learning. Preparation of an index of 1,000 characters was made to help beginners use the Chinese dictionary. This was an additional skill beyond course objectives.
