Statement of the Problem. This study investigates the rationalities employed by Chinese newcomers to San Francisco in addressing problems in their personal and work lives. It seeks to learn whether the experience of cultural transition contributes to a process of questioning norms that may lead to the development of critical thinking. The study assumes that the process of cultural transition brings into view meanings that may also have relevance for those living within the rapidly changing, late twentieth-century American culture.Subjects--Topical Terms:

Procedure and Methods. The hermeneutic method employed in the study views social discourse as a text susceptible to a series of interpretations. Research involved a network of procedures that aimed to build, and then to interpret various texts. Individual interviews, a group discourse session, and the researcher's interpretations blend together to constitute the final text of the study.

Results. Major categories include: (1) Rational Schemes and Problem-Solving. Two interwoven strands of rationality emerge from the discourse of the informants: pragmatic clarity and group-centeredness. (2) Morality. The informants evidence a dichotomous moral system that distinguishes between a public and private morality, although they aspire to a form that may have been understood as universal morality in traditional China. (3) Management Styles and Work Attitudes. A mixed Chinese management approach includes paternalism, harmonious work relationships, broad historical perspective, managerial involvement in technical tasks, and systems thinking. (4) Cultural Boundaries and Questioning Norms. Crossing from one cultural context to another does not of itself lead to serious reflection or questioning of prevailing norms, but the experience of serious reflection in the home culture carries over to help build a similar capacity in the new culture.

Conclusions. Rationality is best understood in instances where humans shift their thought and actions to accommodate change. Cultural transition experiences of newcomers represent an opportunity to bring into consciousness shifts in rational processes. However, cultural transition serves as a basis, not as a guarantee, of insight into a new culture. The development of critical thinking, while enhanced by the experience of cultural transition, must begin with reflection upon one's own cultural context and upon underlying presuppositions.
