College students are considered an at-risk population for weight gain due to their poor nutrition and sedentary lifestyle (Anderson, Shapiro, & Lundgren, 2003; Desai, Miller, Staples, & Bravender, 2008; Nelson, Story, Larson, Neumark-Sztainer, & Lytle, 2008). This single case study explored university administrators' reports of policies and programs that attempt to shape college students' nutrition and physical activity. Bolman and Deal's (1984) organizational change frames were used as the conceptual framework to examine challenges university administrators faced in terms of developing and implementing such policies and programs on campus. Bolman and Deal identified four frames for examining organizational problems: (a) structural, (b) human resources, (c) political, and (d) symbolic.

The site of this case study was a public university cited as an exemplar institution for health and wellness (Vigneri, 2009). The participants included 13 university administrators across six campus departments: campus recreation, counseling, dining services, health and wellness, marketing, and student affairs. Semi-structured interviews were conducted as well as a review of documents, including flyers, brochures, and websites. The data were analyzed and coded using qualitative descriptive methods in order to produce a thick, rich description of this case study. Conclusions were drawn and recommendations for practice and future research are presented.

Overall, findings from the interviews and document analysis revealed that university administrators' were reportedly impacting a vast majority (80%) of college students at this institution by making them "healthy-engaged" and successful. University administrators used different assessment tools to evaluate the impact of their policies and programs, but there was no overarching institutional measurement in place. The biggest challenges facing university administrators included facility space and lack of availability, lack of personnel, and barriers to cross-campus department collaborations. University administrators widely reported feeling politically supported and that the institution generally attracted college students who wanted to lead healthy lifestyles. This creates a model campus environment where students and administrators can participate in a dynamic partnership to drive institutional change in the area of nutrition and physical activity.
