As the pace of global change continues to accelerate, an organization's ability to innovate has become, and will continue to be, a competitive advantage for organizational success. Promoting a culture of innovation is a strategic imperative for the Department of Defense (DoD) federal research laboratories as the United States (US) strives to maintain military technological superiority over peer and near peer adversaries. The purpose of this study was to conduct quantitative analyses to empirically examine the support for an innovative culture within the bureaucratic climate of the US DoD federal research laboratories. The study was designed to increase the understanding of the relationships between key factors that influence support for an innovative culture within a US DoD federal research laboratory. Study results confirm statistically significant positive correlations between each of the five independent variables (collaboration, workforce autonomy, resource supply for innovation, managerial trust / workforce enthusiasm, transformational leadership) and the dependent variable (support for an innovative culture). Study results produced a stepwise multiple regression model capable of predicting 75% of the variance in support for an innovative culture within US DoD federal research laboratories. Results reveal collaboration and workforce autonomy as the two most significant opportunities for increasing the organization's support for an innovative culture. Specific recommendations to increase support for an innovative culture through improvements in collaboration and workforce autonomy are provided.
