It is well known that African Americans underutilize mental health services (U.S. Department of Health and Human Services, 2001). The goal of this study was to develop a short and accessible intervention that would increase mental health service utilization among African Americans by changing or at least challenging the mechanisms which underlie behavioral decision-making as posited by the Theory of Planned Behavior (Ajzen, 1991). Two structurally similar research based psychoeducational interventions (non-culturally specific and African American culturally specific) which addressed several barriers to mental health service utilization were created. A total of 207 African American adults were recruited and were asked to rate the likelihood of self-referral and referring others for mental health services. Additionally, a Likert scale on cultural importance and questions on the participants' impression of the interventions were included. These materials were used to (1) Determine if a research based culturally specific psychoeducational intervention would have an impact on African Americans' self-reported likelihood of seeking and referring a friend or family member for mental health services, (2) Determine if one's level of cultural importance would have an impact on self-reported likelihood of seeking and referring a friend or family member for mental health treatment and (3) Examine the relationship between level of cultural importance and type of psychoeducational intervention (culturally specific/target or generic/general) on self-reported likelihood of seeking and referring a friend or family member for mental health services.

Participants were randomly assigned to one of three conditions (control, general intervention, and African American intervention). There were no differences between the groups in the self-reported likelihood of seeking or referring a friend or family member for mental health services even when including cultural importance. However, participants rated the interventions highly in the areas of applicability to Black people, ease of reading, and educational value. Additionally, the results revealed males were less likely than females to self-refer for mental health services.

This culturally specific psychoeducational intervention was not enough to significantly impact African Americans' inclinations to seek mental health services. Future research should identify barriers and effective interventions that increase mental health utilization within the Black community.
