The current field of research has suggested positive outcomes for participants in volunteer community service programs, but it also suggests that measuring and predicting participation is difficult. This study reduces the current gap in the field regarding how to offer these programs in the best way possible to maximize participation and thus promote positive outcomes for teens. The purpose of this study was to discover, for high school students in a volunteer community service program, what school administration factors including school type, program type, class type, class size, and area type, were correlated with a greater number of hours of community service work completed. This information can be used to identify the best strategies public service leaders can use to predict higher rates of participation in future programs. The study was a secondary data analysis used a non-experimental quantitative correlational design; the finds were analyzed using a combination of T-tests, analysis of variance tests, and multiple regression equations. All data provided was secondary data from a previous study of the Teen Outreach ProgramRTM in the Pacific Northwest. The sample consisted of 3,450 students from 69 high risk schools who were randomly assigned to participate in this program between 2011 and 2014. Data was brought into STATA and analysis was run specific to each research question. Findings showed that participation in these programs was significantly higher when the programs were offered during the regular school day, during a regularly scheduled class, in large groups of 20 or more students, and if they are offered in non-alternative schools.
