This study examines the determinants of labor force participation and occupational choice of people with disabilities. The influence of demographic and socio-economic characteristics, human capital investments, health attributes, and location in the nine census regions are examined through a two-step econometric model. First, a binomial logit model is used to analyze the factors affecting a disabled individual's decision to participate in the labor force. Second, a multinomial logit and a heteroscedastic extreme value model examine the different factors affecting occupational choice. Both models use maximum likelihood methods. The study is based on the 1988 Survey of Income and Program Participation (SIPP) data.

The results of the econometric model reveal three important findings. First, race is significantly associated with labor force participation and the occupational choice. Non-white disabled have a significantly lower probability of working in general, as well as a high probability of working in the lower paid service occupations. Second, education and vocational training have a strong positive association with employment and occupational choice. Third, disabled individuals in the Middle Atlantic, East North Central, and West South Central regions have a significantly lower probability of working. In addition, disabled individuals in the Mountain and Pacific regions have a significantly higher probability of working in the professional and administrative occupations. The results from this study clearly indicate a strong impact of socio-economic status, human capital investment, and regional location variables on labor force participation and occupational choice of the disabled.

Three implications emerge from the study. First, policy and program initiatives concerning the disabled should pay special attention to the specific needs of minorities with disabilities. Second, the educational and vocational training of the disabled should be strengthened to improve their employment opportunities. Third, in view of the regional differences in labor force participation and occupational choice, policymakers must set distinct priorities depending on the needs of a particular region.
