This dissertation is a comparative study of changing civil-military relations in the People's Republic of China (PRC) and the former Soviet Union during their respective periods of domestic political and economic reforms. This dissertation is a comparative study of changing civil-military relations in the People's Republic of China (PRC) and the former Soviet Union during their respective periods of domestic political and economic reforms. Between the late 1970s and the late 1980s, the People's Liberation Army (PLA) of China underwent a process of de-politicization and professionalization as evidenced by the PLA's reduced political and extra-military activities, substantial reduction of interactions with civilians in society, and the increased attention given to institutional matters related more directly to building the army into a disciplined and effective fighting force. On the other hand, since the mid 1980s the Soviet army experienced a process of politicization, democratization and civilianization, manifested in the army's extensive participation in the profound political transformation of Soviet society, political pluralization of the officer corps, increased civilian-army contacts, and unprecedented civilian intervention in military affairs.

These marked differences in developments within the military and civil-military relations were largely the result of different paths of political reform taken by Deng Xiaoping and Mikhail Gorbachev. Deng Xiaoping's political reform in the PRC in the post-Mao era was, by and large, an effort to end Chairman Mao's radical revolutionary policies and to develop China, through pragmatism, into an economically well-to-do nation. Consequently, the focus of Chinese political reform since the late 1970s was on political rationalization and institutional efficiency, i.e., perfecting the socialist institutions within the boundary of the existing system.

Gorbachev's reform efforts, by contrast, stemmed from the belief that the Soviet system, which had already been bureaucratized and well institutionalized, had fostered socio-economic inertia and stifled human ingenuity and creativeness (the "human factor", in Gorbachev's words) due to the authoritarian and elitist nature of the system. According to Gorbachev, only a profound socio-political revolution could rejuvenate the system. Hence, Gorbachev concentrated his reform efforts, for the most part, on democratizing the fundamentals of the political system and to expand grass-roots participation and freedom of choice. In other words, Soviet political reform in the Gorbachev era focused on political pluralization and democratization.
