What have been the major causes underlying rapid fertility decline in China during the last decades? Scholars attempting to answer this question have stressed two important factors: the coercive policies of population control by the government, on the one hand, and socioeconomic development leading to a reduction in family size, on the other. The present study, using the 1985 in-depth fertility survey data of Shanghai, seeks to reassess the relative weight of socioeconomic factors and government policy which have an impact on China's demographic transition during the recent past decades.Subjects--Topical Terms:

Shanghai, the largest metropolis in China, led this trend. In fact, a precipitous decline in fertility began in Shanghai almost two decades before the government launched a population policy of "later marriage, longer spacing and fewer births" (Wan Xi Shao) in 1970. In the earlier stage of this transition, urban Shanghainese women in professional and administrative occupations led the trend toward delayed marriage, adoption of modern contraceptives, and small family size. In the rural area of Shanghai, similar patterns were initiated by women employed in white-collar, non-agricultural occupations. By looking at the data for different cohorts of women married at different periods of the post-revolution era, the impact of population control policy can be seen clearly in the convergence of marriage and marital fertility trends among the different socioeconomic groups in both urban and rural Shanghai. Multivariate analyses point to other factors also influencing transition to lower fertility, such as father's education and urban and rural-township residence.

The data suggest that women's occupation status, family background as well as government population policy are all relevant to explain fertility decline in China.
