This research examines the agricultural systems and development issues in Qian'an County, Jilin, China, 1963-88, using the induced innovation model of agricultural development proposed by Hayami and Ruttan (1985) as an organizational framework. The spatial differences in agricultural development appear to be associated with the differences in resource endowments (weather, land, and labor resources) and management abilities. The post-reform agricultural development is remarkable as evaluated by the increase in agricultural production, peasant income, and food consumption. Resource endowments, cultural endowments, technology, and institutions are all responsible for this remarkable development. The Gini coefficient and the Atkinson (1983) index are used to measure income inequalities. The results show that post-reform economic growth did not cause greater interregional income inequalities, as is generally feared, believed, or reported (Lo 1989; World Bank 1985), though the patterns of inequalities may have changed. Major sources of income inequalities may include management abilities, the amount of arable land, weather conditions, and labor-population ratio. The decentralization of management after reform has been responsible for alleviating interregional income inequalities and changing the patterns of inequalities. After reform, the peasants still earn their income mainly from cultivation of crops in contrast with reports from some southern parts of China (Veeck and Pannell 1989). Grain production continues to be the most important source of income. The living standard of the peasants is still low.
