This two-phase study was undertaken at three iconic National Park Service (NPS) sites to examine the results of the application of the principles of Universal Design (UD), mandated since the early 2000s. In the first phase, participants who were either blind or deaf/Hard of Hearing (HOH) toured a subset of exhibits -- six at Statue of Liberty (STLI) and seven each at Ellis Island (ELIS) and White House Visitor Center (WHVC) -- and provided UD rankings from best (high-UD) to least (low-UD) for that site's exhibits. In the second phase, the researcher observed visitors at those exhibits to determine what, if any, differences existed between the participants' UD rankings of exhibits and the observed visitor interest and engagement. Additionally, this mixed methods study attempted to determine what exhibit aspects enrich or diminish a visitor's experience and what do people with sensory disabilities wanted NPS staff to know about motivating them as visitors. This latter question was answered with qualitative data from participant interviews and site tours. Participants with disabilities provided suggestions for creating a welcoming environment and decreasing barriers, especially with getting updated content via personal devices.

Chi-square tests were used on crosstabulation of visitor engagement behavior, summarized in two variables: engagement level (a summation of each visitor's interactions with and at the exhibit, such as touching and taking photos) and time spent at the exhibit. In examining how participants' UD rankings coincided with observed visitor behavior, the UD rankings of participants who were deaf were generally more closely aligned with interest shown by visitors (i.e., the two engagement behavior variables). As for engaging exhibit characteristics, Chi-square analyses of visitor engagement behaviors were crosstabulated against four characteristics: (a) tactile aspects, if any; (b) interactivity; (c) general size; and (d) directionality (i.e., horizontal, vertical or both). Results indicated that visitor behavior varied significantly from the expected for all, either at one or more sites and/or at all sites combined. A dummy variable was used to elucidate differences in the first three aspects, and analyses indicated that only one, a large tactile and interactive WHVC exhibit, had higher than expected engagement that trended upward.
