A quantitative study of Chinese scholarly publishing confirms the pattern of "centres" vs. "peripheries." The emergence of China in the world scholarly scene is compared with that of other countries with a view to drawing valuable lessons from them.

The qualitative part of this project is based on testimonies of Chinese scholars. Four major channels of scholarly communication are discussed in greater depth, as they represent potential for leading to effective, equitable, and reciprocal ways of Sino-foreign scholarly communication.

Explanations for the common difficulties confronting Chinese scholars are sought through a closer examination of their research process in their proper cultural, political, and economic contexts. A significant finding is the increasing acceptance of international academic norms such as the peer review system, and the uneven adjustments to the new scholarly ethos due to influences of traditional and Maoist values.

The geographical and disciplinary comparisons of scholarly activities in China show some unique and fluid patterns of "centres" vs. "peripheries". This means the central government has a great deal of power to regulate those patterns through administrative measures. But the analysis also points to a new phenomenon of intellectual diaspora that the Chinese leadership must deal with.

Inequalities in career mobility are most acutely felt along the lines of gender and seniority. Improvement in both cases requires substantial attitudinal change on the part of administrators/leaders with respect to the capabilities and needs of young scholars and women scholars, as well as material improvement of working and living environments.

In conclusion, the study offers tentative suggestions for Chinese scholars, Chinese leaders, and Western scholars to work toward truly open, equal, and reciprocal academic relations between China and the rest of the world.
