This study utilized the focus group approach as a major tool to conduct the study because the study relies on 16 experts totally in two meetings employed to determine the content of the competencies because of the limitation of time and funds. This study used cluster analysis, frequency technique and, method of agreement to analyze the data obtained from the questionnaires.

The findings of this study indicated that the competencies of HRD professionals in Taiwan are similar to the competencies of HRD professionals in the United States. These 34 competencies were categorized into three clusters: networking and conceptualizing skill, general organizational functioning skills, and business skills and strategies. However, some core competencies of HRD in Taiwan are different from those in the United States. HRD professionals in Taiwan felt that career development system knowledge, cost-benefit analysis skill, facilities skill, organization understanding, negotiation skill, project management skill, records management skill, and self knowledge skill are important for the HRD work in Taiwan.

This study can be used as a guide for other countries to do the cross-cultural competency study because it is proven workable in defining the competencies that adapted the existing resource of competency model developed by American Society for Training and Development.
