Many educators consider the United States community colleges one of the successes of this century in education. This study is a positivistic investigation which examined the history, characteristics, and social and economic effects of community colleges in the United States. The study also compared higher education in China with that of the United States in historical perspectives.

This study used modified Heidenheimer comparative public policy analysis methodology which generalizes policy making into four types of choices: allocation, structure, delivery and finance. The analyses included policy issues concerning governance, financing, curriculum, student enrollment, and faculty recruitment in higher education both in China and in the United States.

Policy suggestions follow a three model paradigm proposed by Graham Allison. Allison suggests that the policy making process by government involves three dimensions: rational, organization process, and bureaucratic politics. Because educational policy making in China is mainly a central government activity at present, Allison's models are appropriate tools for the analysis.

Major findings included: (a) expansion of higher education in China is inevitable because of demands from economic development; (b) equity becomes an major issue in China's higher education; (c) China needs locally controlled higher education institutions and great expansion of vocational programs; (d) expansion of local higher education asks for less central government control; and (e) the United States community college movement has played a positive role in providing access to higher education, supplying human capital to the society, and strengthening local economy as well as the economy of the whole country. The community college model meets many aspects of the urgent needs for education in China, and is a potential choice for the reform movement in higher education in China. Policy suggestions included: (a) application of community college model in China for pilot study, (b) open access to higher education, (c) less central government control of curriculum and personnel, (d) differentiating funding to different types of institutions in different regions, (e) foundation support to rural area colleges, (f) a Chinese servicemen bill, and (g) leadership training programs.
