A common belief of modern society dictates that government involvement in the arts hampers creativity, as public funds often carry social and political pressures. This debate is further fueled by the many instances where public funding agencies have bowed to social and political pressure in times of controversy, and have therefore failed to act in the best interest of the arts. Many scholars and cultural economists believe public funds to be incapable of supporting creativity, yet have overlooked Canadian public funding of the visual arts, specifically at the federal level through Canada Council, as a successful example in doing so. In a system where public funds make up for a large portion of arts funding, Canada Council is commonly considered a pillar of the contemporary art market. Canada Council funding has maintained a distance from arts funding controversies, rarely becoming involved in or affected by dispute. Canada Council's unwavering support of individual artists and of diverse, and sometimes, controversial content in art, despite public and political controversy, stands as an example of how government involvement in the arts has not hampered creativity, but rather, has allowed it to flourish.
