Tourism, particularly sustainable tourism (ST) in the developing world, is one way of improving the overall state of a country after being faced with challenges of war and other external challenges to its society and economy. The problem of focus in this study is that Sierra Leone has no unified policy for developing ST. In order to address this issue, this qualitative case study was to identify the most effective ST implementation and management strategies for developing the tourist market of Sierra Leone. Addressing this purpose may lead to a unified ST policy, which is a part of the unity that Sierra Leone urgently needs in its journey toward development and alleviation of poverty. To achieve the purpose and address the problem, the study used qualitative case study research through open-ended interviews. The participants of the study consisted of stakeholders in both the private and public sectors in the tourism industry in Sierra Leone, specifically, tour operators, proprietors of tourism facilities, providers of tourists services, government ministers and employees at all levels, and government policymakers, along with any others whose input and viewpoints the researcher considers relevant. Yin's five-phased analysis for case study was used to analyze data and generate themes to address the research questions. The findings of the study were that the following were needed: financial and institutional support for locals; continued research on the development of tourism facilities; national policy initiatives; overseas initiatives, such as outside investment; and establishing local environmental agencies.
