The research study utilized an interdisciplinary approach to examine the interrelated programming challenges identified by policymakers, experienced by the hard-to-employ population, and faced by human services professionals within a network structure. These challenges are found at both the social- and the organizational-level of analysis. The qualitative, single-case design allowed multiple perspectives (e.g., different theories, participant interviews) to be explored within a multidisciplinary organization and challenged theoretical assumptions of employment barriers. The utilization of both qualitative analysis and network structure provided an opportunity to better understand the relationship among legislative reforms, employment barriers, and innovative programming strategies. There are implications for practitioners in the field of industrial/organizational psychology as they address complex, interrelated social and organizational problems (e.g., welfare recidivism, offender reentry). Interrelated programming challenges are often complex, occur simultaneously, and cross multiple levels of analyses. Thus, programming conditions should not be examined in isolation because their root causes and outcomes are not analyzed and/or applied in isolation. This research revealed client-level, program-level, and industry-level variables affect innovative programming strategies. At the program-level, conditions that affect programming included individualized service and the "no-felony-convictions" hiring policy. At the client-level, conditions that affect programming included shared life experiences among human services professionals and their clients and the stigma of conviction, minority, and veteran status. These conditions had a positive and negative effect on programming, respectively.
