While many existing studies focus on either civic engagement or social capital, there are few modern studies that show the civic engagement implications community-based civic groups have on social capital. A review of the literature shows that community-based civic groups contribute to social capital and that social capital cannot exist without trust, communication, and networks. This study's purpose was to examine the program implications of community-based civic groups and their direct impact the creation of social capital. In doing so, the purpose was also to explore the available opportunities for the civic groups to create social capital in the communities and explore the effectiveness and efficiency of the civic groups and the implications of social capital on civic engagement activities within those two organizations. This research combines the action research and evaluative case study methods. The following data was used for the purposes of triangulation: focus groups, interviews, and surveys with civic group participants, as well as general observation by the researcher. The findings determined that the civic engagement implications of community-based civic groups do contribute to the creation of social capital and the research concluded with two main themes: trust and connections/networks. The perceptions of civic group participants show their benefits to a community; however, the lack of social capital education among community groups can hinder the impact those groups have. To address the results of this study, actionable items were provided to the community-based civic groups to use as a framework for improving program implications for social capital creation. Future research is beneficial to determine more specifically what elements of civic groups can be harnessed into civic engagement activities to create social capital in small communities.
