Daniel 9:24-27 makes a space for a multitude of communities to locate themselves in the text and shift their expectations of rest and fullness based on Lev 26:34-40 and Jer 25:10-12, 29:10-14 to Daniel's vision of "complete" rest in 9:24b-c, 26c-d, and 27d. Whereas the first type of "rest" stresses the land, city, temple and circumstances of 586 BCE, Daniel's picture of complete rest stresses the restoration of the saints and envisions an exile spanning over all epochs until the saints return.

Two arguments support this claim: a) the text of Daniel 9 patterns itself after the images, motifs and patterns of Lev 26:34-35 and Jer 25:10-12, 29:10, building into a large-scale pattern of seventy sevens; b) at the same time, the author ambiguates key details in 9:24-27 in order to make room for more than one audience. Daniel's notion of complete rest applies to the saints (not primarily the temple, city or land) who indwell the text of 9:24-27. To elaborate briefly, the first argument submits the `Law and Prophets' function as a context from which texts such as Leviticus and Jeremiah express their message. Patterns and traditions in Lev 26:34-35 (Torah) and Jer 25:10-12 (Prophets) unfurl from their respective corpus rather than being plucked out in isolation from their contexts. These dual-corpora are, at the same time, a "grammar" implemented by Daniel - the resource out of which the author draws his Sabbath-heptadic theology. "Seventy-sevens" (9:24a) mark the complete restoration decreed by the ruler, Yahweh. The second argument treats Daniel's open-ended style. Openness, in this treatment, does not mean an unanchored platform from which any reading is deemed accurate regardless of intent, context, faith-claims or interpretive values. Rather, such a feature resembles a patterning or extension of meaning that cannot be reduced to a single, historical instance. In the conclusion, we see those who exhibit the wisdom and faithfulness of Daniel may occupy this space and anticipate the same expected kingdom and restoration as the "saints" (Dan 7:18).
