Labor reforms undertaken in Shanghai's state enterprises in 1992-1993 ended the previous system of lifetime employment by placing all employees at state enterprises on contracts, revamping organizational structure to cut excess staff, altering wage structures to reflect contribution, and moving social welfare administration out of the workplace. My research utilized surveys and interviews of managers and employees at eight state enterprises in Shanghai to understand their experiences with these labor reforms and consider how reforms altered the relationships between workers, managers, and the state.

This research detected a shift from a human resources system dictated by state-mandated priorities to one primarily shaped by the cumulative choices made by enterprise management and individual employees to favor their own interests. In the process of reform, the traditional elements of bureaucratic coordination and enterprise internal dynamics merged with new pressures arising from product and labor markets and enhanced individual choice. The pre-existing institutions retained some influence, which helped to keep the initial reform efforts gradual, for minimal social disruption. However, greater marketization during this period increased pressure on state enterprises to make significant changes to remain competitive. At the same time, rapid expansion of the fledgling labor market heightened the stress enterprise managers felt as a growing number of individuals changed or considered changing jobs and competition in the labor market pushed some wages up.

My research demonstrates that the results of China's economic reforms in the 1990s will be influenced more significantly by intermediate organizations, such as enterprises and individuals, rather than commanded by a centralized institution. The expanding impact of markets in China is elevating the position of enterprise managers and individuals in determining the outcome of recent reforms, since these actors are the primary decision-makers within markets. As a result, we can expect diverse outcomes, because a wider, less standardized set of factors--such as previous state policies, organizational structures, and individual situations--will influence decisions in the labor market. In the early stages of reform, we can observe some general principles of socialist market transition, but as markets assume more prominence, reform outcomes will increasingly depend on particularities inherent to each society.
