The modern macroeconomics literature emphasizes the role of technology progress in economic growth. The conventional comparative advantage theory, on the other side, emphasizes the role of resource advantage. Neither theory seems adequate for developing countries. While the former theory seems impractical for a developing country because of an obvious scarcity of capital there, the latter tends to perpetuate its underdeveloped position.

This dissertation tries to define an appropriate industrial policy for developing countries by looking into the performance of China's industries, particularly, high technology industries from 1985 to 1992. The study consists of an estimation of total factor productivity (TFP) using twelve alternative models, a comparative analysis of general performance among individual industries, a quantitative analysis of performance between high technology industry and non-high technology industry, a static and dynamic interindustrial analysis, and statistical analysis of causal relationship between productivity and human capital.

Evidence gathered by this research shows that China experienced about 1 percent TFP growth over the period 1985-92 with a corresponding 7.78 percent of the average output growth rate in the industrial sector. It accounts for about 12 percent of contribution to industrial output growth. The productivity growth in the manufacturing sector (the average is 1.2%) is also found to be much faster than that in the non-manufacturing sector (the average is 0.5%). The twelve high-tech industries share 146.6% of TFP of the entire industrial TFP growth comparing with a 32.7% of output share of total industrial output. The diffusion analysis in this study also finds that high technology industries have a strong linkage with all other industries through the broad-demand effect. This implies that a positive spillover effect of high technology industry on the entire economy is significant. The overall results exhibit that the existence and development of high technology industries in China have made a significant contribution to its economic growth.

The paper concludes that in a developing country where there is an abundant human capital relative to its physical capital, an industrial policy with adequate emphasis on the development of high technology industry will favor the nation's overall economic growth.
