This research investigates the compliance of Chinese enterprises with three programs to control industrial water pollution: the national effluent standards, the pollution discharge fee program, and the discharge permit system. This research had two objectives: to ascertain the degree of compliance with the three environmental regulatory programs, and to identify the key factors motivating compliance or encouraging noncompliance. These objectives were pursued through case studies in six Chinese cities and through a survey conducted at 76 enterprises in three of the six cities.

Besides the environmental protection bureaus (EPBs), and the regulated enterprises, the key organizations influencing environmental compliance within a municipality include: the local people's congress, the mayor's office, the planning commission, the economic commission, and various industry bureaus. In the context of environmental regulations, the behaviors of these actors has changed over time in response to changes characterizing China's transition towards a market economy.

Shortcomings in program design have been the most important obstacle to the success of the discharge permit system. Three kinds of shortcomings were identified: inaccurate information underlying the program design, inconsistencies in requirements within related programs, and infeasibility of program implementation. These shortcomings explained a paradoxical outcome founded for the cities surveyed: the rate of compliance with permit conditions was relatively high (69%), but compliance did not lead to notable pollution reduction.

In the cities studied, the most frequently used enforcement actions were issuing warnings and collecting pollution discharge fees. EPBs have adopted a pragmatic strategy in which enforcement of requirements varies from case to case. Diversity of the regulatory environment, and the financial self interests of the EPBs are the main reasons why a pragmatic strategy is adopted.

In addition, enterprises varied in the degree to which they meet environmental requirements. The following attributes of enterprises were correlated with the compliance outcomes: level of profitability, administrative rank, compliance cost, and type of ownership.
