The central hypothesis of this dissertation is that the characteristics of successive generations of Chinese ambassadors since 1949 have shifted from an insistence on political loyalty to a charismatic leader, to a more professionalized system of offices, based on bureaucratic criteria. Four experiential generations of post-1949 ambassadors have been identified. Overall characteristics of each generation are analyzed and selected case studies of ambassadors from each generation have been presented to illustrate the general patterns.

The first generation (1949-54) of 17 ambassadors, except for five, were drawn from the military, known for their loyalty, discipline and lack of experience in foreign affairs. The career of Zhang Wentian, ambassador to the Soviet Union, is recounted.

The second generation (1954-66) of 77 ambassadors was drawn from three pools: military, provincial cadres, and within the Ministry of Foreign Affairs (MFA). They functioned in a gradually radicalized domestic and foreign policy context. While moderate progress toward professionalism was achieved, the majority of this generation was still hampered by professional limitations. The cases of Zeng Tao, Liu Chun, and Xiong Xianghui are considered in detail.

The third generation (1966-84) includes the cultural revolution and its aftermath. This generation of 179 ambassadors was marked by a combination of still strong political backgrounds with more professional experiences. They were instrumental in bridging the earlier political appointees and the succeeding professionals. Selected cases include Fu Hao and Ding Xuesong.

The fourth generation (1984-94) is a product of China's opening to the global economy, and the administrative reforms in the MFA. This generation was the first careerist cohort with significant improvement of their professional skills and sophistication in world affairs. Case studies include Guan Zihuai in Kuwait and Huang Zhiliang in Venezuela.

By assessing the generational changes of ambassadors, the dissertation has drawn the conclusion that the transformation to professionalism has occurred in the Chinese foreign service. This transformation was consistent with the general shift in China from the early charismatic period under Mao to recent more institutionalized social order since Deng's reforms. The "system affirming" impact of these developments on the international system is argued.
