The purpose of this study is to examine the role of the superintendent in a pre-K-12 school district in educating bilingual students to maximize their opportunity to attend a post-secondary institution. The literature review revealed that professional development, communities of practice, high academic standards for all students, assets-based belief structures, community/parent connections and inclusive education create higher levels of success for English Language Learners (ELLs), but the literature did not discuss the leadership qualities of the superintendent or the superintendent's role in creating those common structures across schools for ELL success. The lack of research specific to the role of the superintendent leads to the development of my research questions: In a school district where ELLs have experienced academic success, what are the leadership characteristics of the superintendent; and what are the common practices across schools established by the superintendent? I view my research through the theoretical framework of social justice and the Public Education Leadership Project (PELP) Coherence Framework, and I use a single instrumental case study design. The study focuses on a district with a sustained pattern of success including increasingly equitable graduation rates and decreasing dropout rates for ELLs when compared with non-ELLs. The Superintendent's leadership characteristics and role in establishing common practices across schools are examined using interviews, observations, and document analysis. Understanding the role of the superintendent's leadership qualities and how he/she establishes common practices across schools helps inform district leaders interested in developing educational systems that foster high quality education for ELLs.
