This study explores the impact of charging tuition on equality of access to higher education in China (PRC). Since the late 1980s, the Chinese government has begun to reform its higher education funding policy by introducing the Private Tuition Program as a parallel enrollment scheme to the traditional Government Scholarship Program. The empirical analysis conducted by this study examines the enrollment effects of PTP, as opposed to GSP.

The data come from a 1996 survey at 4 universities in Beijing, which contain the individual and family background factors from a stratified random sample comprising both PTP and GSP students enrolled in 1994. Applied statistical methods are employed to identify the background variations within and between PTP and GSP enrollees, to analyze potential links between such variations and the government reform policy, and to examine the relative magnitudes of selected background factors in accounting for the reform policy influence.

In recent years, public debates over the tuition policy reform become heightened in China. The question of whether this reform would alter access to higher education has yet to be clearly answered. Findings from this study sustain three conclusions. First, there is a clear distinction between the new and the traditional program in enrollment effects. The tuition-paying policy played a strong role in aggravating socioeconomic class reproduction for the upper and the lower class through higher education while the tuition-free policy appeared to be counteracting the trend of intergenerational transmission of economic position. Second, charging tuition lowers overall quality of the college student body, as it permits the entry of those wealthy students who did not meet the academic requirements of the traditional enrollment program. Third, in accounting for the impact of charging tuition on access to enrollment, income is a stronger factor than social status variables.

In the coming years, the tuition-free policy will no longer be implemented in China, according to the government reform plan. The findings provided here may help policy makers and researchers to perceive the potential consequences of such a sweeping reform.
