Hsu Fu-kuan (1903-1982) was one of the leading exponents of the contemporary New Confucianism, a concerned intellectual. As a member of the post-May Fourth generation, Hsu shares in the general desire of the May Fourth intellectuals to "save the nation." Through critical investigation of the characteristics of Chinese despotism, the defects of imperial Confucianism, and the weakness inherent in classical Confucianism, Hsu asserts that democracy is the only way that can lead China out of the circle of order and disorder and to a strong modern nation-state and a cooperative and just society. Hence Hsu believes that China must integrate the ideas and values of Western democratic liberalism.

However, Hsu holds that the appreciation of Western values must be made correlative to the reconstructing of Chinese culture. As a scholar of depth, acumen, and originality, he views the Confucian tradition as a reservoir of conflicting tendencies rather than a logically coherent whole, and makes great efforts to dissociate the congenial elements from the baneful or outdated bequest. He endeavors to seek from Confucian humanism the auspicious seed for the development of China's democracy, for instance, the Confucian doctrine of emphasizing the primacy of the people's needs and interests (min-ben zhu-yi). For him, a critical and thoroughgoing examination of the cultural essence and shortcomings of both China and the West was absolutely essential for the absorption and assimilation of new, foreign values and the preservation of old, domestic ones.

Through the critical analysis of Hsu's life and thought, I attempt to obtain better understanding of the relationship between tradition and modernity in the context of China. We must learn from the painful lesson of misinterpreting modernization as a one-way proposition, and of ignoring the cultural heritage at the cost of great moral-spiritual-ideological crisis that China is now experiencing. The free society must rest on tradition. China's future lies in the reconstruction of Chinese culture through integrating the core values of tradition and that of the West. There merged a new trend of creative interaction between Confucian humanism and Western democratic liberalism, and both Hsu's life and his thought manifest this new direction.
