This study is a systematic evaluation of a leader development program as an opportunity for acquiring military medical executive skills in a joint training environment. The leader development program is based on a competency model for medical executive skills, and provides training for new Army, Navy, and Air Force clinic managers. The evaluation used a competency-based approach for quantitative and qualitative assessment of participants' skills as well as assessment of the program. The research study was a formative evaluation using a mixed methods design and included an analysis of the program content and the medical executive skills competencies. The Kirkpatrick Model provided a conceptual framework for the study's design. Findings indicated which competencies are currently being trained in the program, whether the participants improved their knowledge of the skills, which skills the participants were able to complete when they returned to their workplaces, and potential improvements for the program. Review of course documents, student interviews and a post course questionnaire were used to gather data. Based on the findings in this study, the research concludes that participants were able to transfer all of the skills learned in the program to their workplaces. The participants' recommendations for increased active participation, problem-solving, and experiential learning were consistent with characteristics of adult learning.
