My dissertation suggests a framework for contextualized constitutional reform that combines deliberative democratic theory, comparative constitutional studies, and area studies. I argue that constitutional review design is a matter of anticipation of constitutional politics, thus local political conditions and domestic constitutional demands should be central both in developing reform goals and designing reform proposals. Based on insights from dialogic democracy, comparative constitutional studies and area studies, I contemplate a model of judicial review for Vietnam that facilitates the inclusion of marginalized groups' perspectives in the judicial review process. I argue that a decentralized model with open access to the public and built-in dialogic mechanisms between the courts and political institutions, as well as between the courts and the civil society, would help to better achieve that goal.
