The service delivery landscape for organizations providing day habilitation services for the intellectually, developmentally, and physically disabled population is changing rapidly in response to changes in the Medicaid funding and reimbursement systems at the federal and state level. The current fee-for-service funding system is moving toward a managed care structure which has created the need for reform and change in how organizations are providing health and support services within this spectrum. The changes have launched a movement for the service industry providing day habilitation care to strive to provide person centered quality in care through a more cost efficient means.

The purpose of this capstone project is to explore and develop an innovative day habilitation program structure for the intellectually, developmentally, and physically disabled population utilizing the creative arts and curriculum based model. The research explored during the course of this research project has provided evidence that the creative arts service model has the potential to provide programming that creates quality through increased variety in programming selections and also through opportunities of community inclusion. The research yielded information that substantiates the value that the creative arts and curriculum based model can provide to the service industry for this population.
