For over a century, ocean shipping cartels, known as "conferences" have existed and thrived in an environment that would seem unlikely to support successful cartels. The conferences have often been criticized because they are exempted from United States antitrust regulation. Such exemption may be justified if the conferences' actual effect is the promotion of efficiency, by coordinating schedules and encouraging optimal use of capital. To examine whether such is the case, controversial practices of conferences operating in the United States (including alleged predatory pricing and exclusive patronage contracts) are examined. It is shown that the survival of conferences does not appear to be due to their successfulness as cartels. Instead, several efficiency explanations for their survival are examined.Subjects--Topical Terms:
